    Technological and industrial development has given rise to new risks for the ecosystem, for this reason the global community has begun to consider the environment as an essential value for every country. Environmental demage also has serious consequences for the economy and public health, which impacts on the fundamental rights on which the existence of the community is based.
    Because of the new sensitivity to environmental issues, the national systems have adopted rules designed to limit the potential damage of certain production activities. However, due to the high costs and the challenges of bureaucracy associated with sustainable production, criminal phenomena, inter alia, related to trafficking and illegal waste disposal has emerged.
    This situation is compounded by the interference of mafia organisations, through the phenomenon of the so-called ecomafias, which refers to those sectors of organized crime involved in the commission of environmental crimes. Mafias offer fictitious waste disposal services, thus guaranteeing remarkable advantages for the enterprises in order to the abatement of the costs, however, this violates the principle of free competition guaranteed by article 41 of the Italian Constitution. The criminal phenomenon is characterized precisely by the collaboration between practitioners with a legally recognized status and mafia organizations.
    For these reasons, the international community has worked to develop coordinated protection strategies, considering that until recently it had lacked incisive techniques for the prevention and repression of environmental crimes.
    In the Italian legal system the matter was reformed with law no. 68/2015, which introduced environmental crimes into the penal code and also placed them in the list of predicate offences for the administrative liability of legal persons. However, with a view to prevention and not just repression, the law has failed to indicate the minimum content of the compliance programs capable of preventing the attribution of responsibility to the entities.
    In line with the objectives outlined by the PON 2014/20, promoting a more resource-efficient, greener, and more competitive economy, the research project is aimed to find guidelines (best practices) to include in the compliance programs. Thus, such guidelines will promote the realization of a legal and sustainable production, in contrast with the infiltration of ecomafias.
    For this purpose, after a detailed analysis of the phenomenon at the national and international levels, the Italian regulations will be compared with those of another foreign country, during the research period abroad. Finally, the analysis will be enriched by a substantial investigation of the research context, and by collaborating with business operators during the six months of in-company training.
